House Passes Pain-Capable Unborn Child Protection Act

WashingtonCongressman Bill Shuster joined 228 of his colleagues today to pass H.R. 1797, the Pain-Capable Unborn Child Protection Act, which will prohibit the abortion of a fetus 20 weeks or older with limited exceptions.  Shuster is a cosponsor of the bill.  

"Life is the most precious gift we are given. It is my belief that life begins at conception and should be protected at all stages.  The recent trial of late-term abortionist Kermit Gosnell sadly reminds us all of the horrific nature of abortion and that fetuses are living, feeling human beings who need our protection,” said Shuster.

This legislation includes congressional findings that medical evidence proves unborn children experience pain by 20 weeks post-fertilization. The bill bans abortion after that point, with an exception that applies when the life of the mother is in danger and in cases of rape and incest against a minor.

"I was proud to support the historic passage of the ban on partial birth abortions, which was a critical step forward to creating a culture of life in our country.  This legislation continues us down that path and will further protect the unborn," Shuster added.
